A Surrey Hills man faces prison for allegedly biting and kicking two police officers and illegally firing a gun causing damage to a vehicle.
Yukon’s William Eugene Seager II, 55, was charged Oct. 9 in Canadian County District Court with two counts of assault and battery on a police officer, malicious injury to property (over $1,000) and reckless conduct with a firearm.
Seager, of Coachmans Road, is accused of committing those crimes after an Oklahoma City Police investigation into a Jan. 13, 2023 incident.
Assistant District Attorney Cathryn Lind alleges Seager “willfully and unlawfully” bit the leg and kicked Sgt. Nickolas O’Bryant and kicked the torso and leg of officer Marco Herrera with the intent to injure them while they were performing their duties as police officers.
Seager is accused of damaging the home and vehicle of his neighbor by breaking a lamp, bending a storm door and firing bullets into the man’s vehicle.
The defendant demonstrated a “conscious disregard for the safety of others” while “creating a situation of unreasonable risk and probability of death or great bodily harm to the nearby public” when he discharged a shotgun into the open air – striking a vehicle – “while others were in the vicinity and subject to harm,” according to the charging document.
Assault and battery on a police officer is a felony crime punishable by up to five years in prison and/or maximum $500 fine.
Malicious injury to property (over $1,000) also is a felony offense, punishable by up to two years in prison and/or maximum $1,000 fine.
Reckless conduct with a firearm is a misdemeanor punishable by 10 days to six months in prison and/or a $50-$500 fine.
Allegations against Seager are detailed in a probable cause affidavit signed by an Oklahoma City police investigating officer.
Canadian County Special Judge David H. Halley approved the affidavit, authorizing Seager’s arrest without a warrant.
WALKING ERRATICALLY
Oklahoma City Police were dispatched about 6:14 p.m. Jan. 13 to the 11100 block of Coachmans Road in reference to a man – later identified as Seager – who was “walking in the street behaving erratically.”
This area is in the Surrey Hills Addition inside Oklahoma City limits north of Yukon.
At about 6:20 p.m., area residents told police they heard multiple gunshots possibly coming from a residence on Coachmans Road.
The reporting party indicated the suspect had destroyed a decorative lamp on his porch by intentionally kicking it, which caused it to break.
When Oklahoma City officers arrived at the scene, they located Seager who allegedly was acting erratically and sitting on top of the hood of a vehicle that had been driving down the street.
Seager tried to assault responding officers by charging at them before being placed in custody, according to the probable cause affidavit.
While handcuffed, Seager allegedly leaned back and kicked the arresting officer in the torso. He allegedly began to kick wildly, striking another arresting officer.
“While being stabilized and secured, he began to bite a third officer’s right leg,” the court affidavit reads.
After being placed on a medical stretcher, Seager allegedly intentionally spit on the arm of an Oklahoma City firefighter. He then allegedly spit on an EMSA paramedic after being moved to an ambulance.
